CSWB team visits OWA
ITANAGAR, Nov 21: S.K. Jha, Executive Director, Central Social Welfare Board (CSWB) along with State Social Welfare Board Chairpersons of Assam, Tripura, Meghalaya and Mizoram today visited Oju Welfare Association (OWA) to witness the implementation of the schemes for the welfare of women and children, in particular. The team was also accompanied by Marina Nido, Chairperson, AP State Social Welfare Board, Secretary and officials of the State Board.
During his visit Jha is impressed by the implementation of infrastructural schemes. The delegates also praised and encouraged the Organization and its team to carry on with the noble endeavors.
Earlier, Poonam Sharma, Joint Director, Central Social Welfare Board accompanied by officials of Arunachal Pradesh Social Welfare Board visited the Organization on 20th Nov and interacted with the inmates of the Short Stay Home under the Organization. She suggested to organize exhaustive awareness camp on various social taboos viz. bride price, polygamy, etc., prevailing in some areas within the State.
Village level Sub Committee Coordinators meeting held
ITANAGAR, Nov 21: N.N. Charitable Society (NNCS) Sagalee organized a coordination meeting of the Village level Sub Committee Coordinator of the Family Counseling Centre (FCC) Sagalee at Sagalee on November 19 last.
The objective of the day-
NNCS Chairman Nangbia Amar Dui highlighted the objectives for setting up of the FCC at Sagalee. He appealed to people of the Sagalee area in particular and Papum Pare District in general to make a visit to the FCC without any hesitation to take any advice regarding family dispute/ tendency.
Rubu Yanyung, Counselor of the FCC Sagalee urged to all the coordinators to make good cooperation with the centre to get up to date information about FCC. She also urged them to dedicate in their

IMWA writes to administration
ITANAGAR, Nov 21: The Itanagar Market Welfare Association (IMWA) General Secretary Biri Kame has written to deputy commissioner, capital complex intimating his office and explaining the reason for closing down of shops in the capital.
“The office bearers of Itanagar Market Welfare Association had conducted a meeting at hotel Dawnland to discuss about the forcefully donation and shop lifting by the students in the name of AAPSU election. It is found that the students are forcefully collecting donation and lifting things from the shops. As such it is decided that under these circumstances it is not possible in our part to bear the loss. So, it was unanimously decided to keep the Market closed till 26th of this month, until the process of AAPSU election gets over,” informed IMWA in a release.
More over certain more points were discussed in the meeting (Minutes enclosed) for which appropriate action from the authority is needed, “failing which we will not entertain any request from the authority for opening the shops”. If in case Authority provides us heavy number of police security of more than 300 (Three hundred) force then we can think of opening the shop, association further stated.
CS’s intervention sought
ITANAGAR, Nov 21: Displeased with the slow pace of investigation being carried out by the Kurung Kumey district administration and police in the case of the recent brutal attack on Koloriang CO Gyamar Amte on November 13 last, the Gyamar Welfare Society (GWS) in a representation to the chief secretary today sought his immediate intervention in the matter.
Stating that the district administration has failed to arrest the culprits involved despite the passage of a week, the GWS termed it a total failure on the part of the district administration. It further appealed to the CS to direct the administration to speed up the investigation process, depute additional police personnel to the area and immediately transfer CO Gyamar Amte from Koloriang to Doimukh.
Meanwhile, the East Kameng unit of the APCSOA has strongly condemned the recent attack on Koloriang CO Gyamar Amte and demanded the immediate arrest of the attackers. The unit also meanwhile prayed for early recovery of Amte.

ITANAGAR, Nov 21: A Health Mela was organized at Sangram by the District Health Society Kurung Kumey District on November 20 and 21. 32nd National Jr Boys and Girls Taekwondo Championship concludes
Kerala wins overall championship

ITANAGAR, Nov 21: Kerala collected a total of 120 points to win the overall Championships in the 32nd National Junior Boys and Girls Taekwondo Championship which concluded at Rajiv Gandhi Stadium, Naharlagun today.
Both Boys and Girls teams of Kerala earned 63 and 57 points respectively to be placed first in their respective category.
Delhi with 79 points finished overall second.
Madhya Pradesh (45 points) and Uttar Pradesh (37 points) finished second and third respectively in Boys category while Delhi (50 points) and Assam (38 points) were placed second and third respectively in Girls category.
The ‘Best Fighting Spirit’ and ‘Active Participation’ team awards in Boys category went to Goa and Bihar respectively while the same awards in Girls category went to Haryana and Tamil Nadu respectively.
Attending the closing ceremony as chief guest, Arunachal Pradesh Building and Other Construction Workers Welfare Board Chairman Jalley Sonam exhorted the players from various states that when they go back to their respective state, tell others that Arunachal Pradesh is also an integral part of the country and the people of that state too feel proud to be Indian. He rued that majority of the mainland people had a misconception about the people of this eastern most state, which he had experienced several times in other parts of the country. He urged them to keep in touch with their new friends.
While delivering few words of advice to the players, Jalley cautioned the upcoming players not to be complacent with their present performance. There are still miles to go, he said adding that Olympics should be ultimate goal of every player. He also said that winning one or two bouts makes no player better than other. He advised them to maintain good health, strict discipline and do hard practice for success. Organizing Committee Secretary L Sokun gave vote of thanks of the closing ceremony.

Arunachal draws blank

ITANAGAR, Nov 21: Host Arunachal Pradesh drew blank in the 32nd National Junior Boys and Girls Taekwondo Championship which concluded at Rajiv Gandhi Stadium, Naharlagun today.
None of the players of the host team could win a single medal in the championship which has upset the sports lovers of the state.
“I am very upset that the hosts failed to win a single medal in the championship,” Sports Authority of Arunachal vice chairman Likha Tara, rued. Tara requested the Sports Department to get an explanation from the coach and instructor for the team’s dismal performance. He, however, appreciated the organising committee for smoothly conducting the mega event.
Arunachal Taekwondo Association (ATA) president Kipa Kaha also said that he would seek explanation from both the coach and instructor for the poor performance.
The host fielded 14 players in the championship.
When contacted, Arunachal Olympic Association (AOA) president Padi Richo said that lack of infrastructure and proper training facility cost the state team dearly. He, however, said that the present government under leadership of Chief Minister Nabam Tuki is committed to make Arunachal a leading state in sports through target oriented action plans.

by seven wickets in a closely contested opening match of the 3rd Yaja Waii Memorial
T20 Cricket Championship 2012-
West Siang Cricket Club chased the moderate target of 125 runs set by Pacha Highlanders with ease in 17.2 over for the loss of three wickets.
It was Marjo Riba, who butchered the Pacha Highlander bowlers, blasting four sixes and two fours in his attacking 16 ball, 34 run knock. Riba was declared man of the match (MoM) for his outstanding performance. The award for MoM was sponsored by Zilla Chairperson Sipi Bagang.
Opener Gokar Basar contributed 38 runs to the team’s total before he was sent back to the pavilion.

CoSAAP demands arrest of attackers on CO
ITANAGAR, Nov 21: While extending support to the demands of its Kurung Kumey unit, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) in a central executive committee meeting today expressed resentment over the failure of the district administration to book the attackers on CO Gyamar Amte.
The CoSAAP demanded immediate arrest of the attackers on CO and exemplary punishment to them.

Who is holding state capital to ransom?

ITANAGAR, Nov 21: The traders of The Capital Complex have shut down the shutters from 19th of this month onward. Initially no official reason was attributed for the shutdown but today Itanagar Market Welfare Association (IMWA) stated that shops were forced to down their shutters because of extortion in the name of AAPSU and will remain closed till the AAPSU election process gets over.
As per the version of IMWA forceful donation and shoplifting were done by students in the name of AAPSU in various shops leaving traders with no option but to down the shutters to save themselves from hooligans.
The member of apex student body, All Arunachal Pradesh Students Union (AAPSU), whose general conference cum election is currently underway at Ziro town, is being blamed for the shutting down of the shops. However AAPSU in a release clarified that it has got nothing to do with the fiasco and in fact urged traders to take the matter to the law enforcing agencies if anyone is trying to extort money from them. The capital complex administration has called upon the traders to open shops and also called on them to lodge complain against the persons who tries to extort money. On the other hand, market welfare associations have refuses to open their shops until heavy security is provided to them.
With everyone washing off their hand, it is the ordinary citizens of the Capital Complex who are facing acute problem. Life has come to a standstill due to shutting down of shops. Grocery items are running out of stock at homes and if shops remain closed till 26th of this month as per version of market welfare association, then serious problem will crop up. The present scenario is unprecedented and state had never witnessed such situation in the past. The bunch of hooligans is holding state capital to ransom.
The most shocking part is inaction on the part of state government. It is a well known fact that hooligans are creating law and order problem to instill fear in the eyes of law abiding citizens of the Capital Complex. The state government has failed to take any action against goons who carried out looting in various shops of capital.
Out of fear traders are not lodging police complaint and therefore government machinery are using it as an excuse.
It is time government comes down harsh on these goons. In fact by not initiating any action, the government is encouraging goondaism in the state and in the future every organization may hold state to ransom like present situation.
The entire fiasco took place at a time when capital is holding a prestigious sports tournament in the form of 32nd National Taekwondo Championship 2012 which concluded today at Rajiv Gandhi stadium, Naharlagun. Teams from all the 28 states and 7 union territories of country participated in the championship. Besides participating in the championship, these sportsperson came with the hope of experiencing tribal culture and traditions. Imagine what kind of memories these participants might have taken back along with them? During their stay they only experience shutting down of shutters and many of them wondered why shops were closed.
“I wanted to buy some local items as a remembrance for visiting Arunachal Pradesh. However, shops are all closed. We are extremely disappointed with shops being closed. We are going empty handed,” told a participant from Haryana while interacting with this journalist. Government has a big choice to make, whether they want to surrender to the goons who are holding capital to ransom or restore sense of security by creating a congenial atmosphere for traders so that they can resume business without fear.

He also highlighted the various other ongoing activities under CSWB through the State Boards like Family Counseling centre progs (FCC),Condensed Courses of Education for Adult Women (CCEAW), Rajiv Gandhi National Creche scheme (RGNC), Awareness Generation Programme (AGP) & Short Stay Homes(SSH) adding that SSH will soon be converted to Central Sponsored Scheme.
While highlighting the progress and various aspects of ISWE under the topic “The Journey So Far” Joint Director (ISWE), Poonam Sharma said ISWE has been conceived with the emphasis on development of NE region to bring it at par with rest of the country. Though launched in 2007, the actual implementation began since last three years with a fair degree of success, Sharma said. Performance of Mizoram in particular was lauded in both in terms of project implementation & loan recovery.
The future of the project depends upon successful replication in areas where the demand for these and other projects is the highest. In the next stage, the project will diversify into providing social services to the areas, where the economic component has been successfully demonstrated. The first part of the ISWE has been focused on capacity building, formation of CBGs & selection of mother NGOs, she added.
Deputy Director (ISWE), Bhagwan Das in his presentation also giving an overview of the states said that the target groups under identified project areas selects women from BPL families, socially disadvantaged groups, and special groups like widows, abused/trafficked women.

Department updates information on Panchayat Election 2013 and Delimitation

With barely 6 months left for the present tenure of the Panchayats in the State to complete its 5 years tenure, speculations are rife as to when the next Panchayat Election will be held in the State and if the delimitation of the existing Panchayat Constituencies will be carried out.
The Department of Panchayati Raj, Govt. of Arunachal Pradesh has come out with clarifications
quoting the Constitution provision relating to the Panchayat Election. As per Article
243 E (1), ‘Every Panchayat, unless sooner dissolved under any law for the time being
inforce, shall continue for five years from the date appointed for its meeting and
no longer’. The same Article under clause (3) states thus ‘An election to constitute
a Panchayat shall be completed-
The implications of the above Constitutional provision is that the duration of the Panchayat is fixed as 5 years and cannot be extended under any clause. Further, the Election has to be conducted before the expiry of the 5 years duration. If for any circumstances, the Election is not conducted, the tenure of the Panchayats in the State will automatically lapse during May 2013.
The above Article inserted in the Constitution of India by the Constitution (73rd Amendment) Act, 1992 is to be complied in letter and spirit. In some states, the State Govt. failed to conduct the Election for certain reasons. The State Govt. decisions were challenged in the High Courts and the Supreme Court. In their Rulings, the Courts have quashed the decisions of the State Govt. and directed the States to conduct the Election as per provision of the Constitution.
In WP (Civil) No.719 of 1995, the Supreme Court in its judgment dated 12th August 1997, observed “... It is necessary to emphasize that various clauses of Art. 243 are to be followed in letter and spirit. The concerned states cannot be permitted to withhold Election of Panchayats except in case of genuine supervening difficulties, e.g, unforeseen natural calamities in the state like flood, earthquake etc., or urgent situation prevailing in the state for which Election of the Panchayat cannot be held in time. It will be unfortunate if the concerned states remain insensitive to the Constitutional mandate of holding Election of Panchayats in time.”
Another issue where clarifications are being sought is the issue of ‘Delimitation’ of Panchayat Constituencies.
In this regard, the Department of PR has clarified that as per Govt. decision, the Delimitation process will be henceforth, carried out by the State Election Commission (SEC) Itanagar. However, for carrying out the delimitation, ‘The Arunachal Pradesh Panchayat Raj Act, 1997’ and ‘The AP Panchayati Raj (Delimitation of Constituencies and Reservation of seats for women) Rules, 2002’ are required to be amended first. The process of Amendment of the said Act and the Rules are at present under progress.
Further, the Delimitation process is to be carried out as per the latest Population Census Report. However, the Census Report 2011 has still not being published by the Directorate of Census Operation, Arunachal Pradesh, Shillong.
The Amendment process and the publication of Census Report of 2011 may take time.
Therefore, the Department of PR or the State Election Commission may not be in position
to carry out the Delimitation of the Panchayat constituencies before the next Panchayat
Election. The next PR Election, scheduled to be held during April-

CGWB organizes state level painting competition
ITANAGAR, Nov 21: A state level painting competition under the theme "Replete Ground water before it Depletes' was organized by Central Ground Water Board (CGWB), Ministry of Water Resource, State Unit Office, Nagarlagun at Hotel Tosum here today.
Subhajit Biswa of Vivekandan Kendra Vidyala, Nirjuli won the1st prize and received cash award of Rs. 10,000; Kumari Pradipta Priyam of Vivekanada Kendra Vidyalaya, Jairampur stood 2nd and awarded with cash amount of Rs. 800 and Simeng Engling of Govt. Higher Secondary School, Inno (Changlang) stood 3rd with a cash price of Rs. 500.
Another 10 children who participated in the competition won consolation prizes of Rs.1000 each.
The top three winner of the State Level Painting competition will be invited to join the National Level Painting competition to be held on 21st January 2012 at New Delhi.
Dr. D J Khound Scientist, CG WB, Naharlagun while welcoming the esteemed guests gave accounts on how school level and state level painting competition in AP was organized.
T Chakraborty, Sr. Scientist Shillong in his brief speech explained on how the 3 tier painting competition has been conceived and its importance. He also stated that CGWB has funded and given technical assistance to the state govt. departments like WRD to construct demonstrative water conservation structures in the state.
Earlier, Jr. Director Higher & Technical Education, Dr. T Padu explained the importance and necessity of water conservation.
T Ketan, highlighted the importance of this painting competition in creating awareness in the days of acute crisis of water.
It is worth mentioning here that as per the directives of the Supreme Court, central ground water authority has been constituted in Central Ground Water Board under Environmental Protection Act of 1986 for the purpose of regulation and control of ground water resources in the entire country. Before bringing any regulatory measures, it is thought that the people in the county as a whole should have awareness on ground water availability, potential, quality, utilization and management. As part of its activities the Board is organizing Training and Mass Awareness programmes on "Ground Water Management & Conservation" at different locations in the Country.
So, to create awareness in true spirit among the people particularly children a painting
competition was organized for the students of 4th, 5th and 6th standard. A total
of over 2500 students from 50 numbers of schools from almost all the districts of
Arunachal Pradesh have participated in the school level painting competition in their
respective schools. 3 best entries from each school were received and on 6th November,
2012 an Empowered Committee of Jury members selected the best 50 paintings. The jury

CCPC member highlights Arunachal’s consumers woes in regional convention
ITANAGAR, Nov 21: The Global Human Rights Organization (GHRO) Chairman cum Member of Central Consumer Protection Council (CCPC) Goken Bam (Advocate) attended the First North Eastern Regional Consumers Convention at Guwahati on Nov 20. The convention was supported by Department of Consumer Affairs, Govt. of India and organized by Consumer Coordination Council (CCC), an apex body of leading Indian Consumer organizations in collaboration with Consumers Legal Protection Forum, Assam and Mizoram Consumer Union.
The main motto of the convention was to discuss various consumer related issues of the North Eastern states like LPG problems, looting of NBFC, regulation and good governance, role of the stake holders to protect the interest of the consumers and to adopt resolutions and recommendations, build partnership with media, other organization and activists.
Addressing the convention Bam highlighted the some of the problems and issues related to common consumers in special reference to Arunachal Pradesh. The issues presented and discussed were LPG crisis, mushrooming of Insurance companies and financial institutions, mobile companies, medical negligence, improper distribution of PDS items, oil adulteration of the refilling centers/depots and uncontrolled fare of bus, sumo, taxi and auto rickshaw services. He stressed the need of creating more consumer awareness and protection activities in the rural and remote areas.
Most of the consumer organizations, experts and activists from North Eastern States who have been working for the rights of consumers in different levels attended the convention.
Earlier, Justice Asok Potsangbam, President, Assam State Consumer Disputes Redressal Commission has inaugurated the day long convention and addressed the gathering.
Repeated cable theft cases solved in Khonsa, 3 arrested
KHONSA, Nov 21: With the arrest of three persons namely Ranwang Aran, Natpong Henkhey and Samir Ghosh Khonsa Police have solved the case of repeated thefts of BSNL telephone cables as well as GI pipes of PHE department from different locations in the Tirap district headquarters Khonsa.
In current year, many incidents of telephone cable theft came to notice in Khonsa town. The police had registered cases of thefts, however, no clue could be found out and the problem had become an irritant and a big nuisance for the residents as well as government officials as many telephone lines used to get disconnected frequently.
To check the menace a special team was constituted headed by SDPO Khonsa James Lego and consisting of OC PS Khonsa SI Thomas Pertin, SI Benji Saroh and staff from police station and district reserve. Local sources were engaged by the team and special surveillance was mounted. As a result of the dedicated hard work by the team the culprits were nabbed.
Ranwang Aran was a casual labourer working for BSNL for the last many years and as such he knew all the places with easy access and low risk being desolate locations. He along with Natpong Henkhey, a casual labourer of PHED used to steal the wires and remove the insulation to extract the metal which they used to sell to a local metal dealer by the name of Samir Ghosh. Natpong Henkhey had also stolen many water connection GI pipes in Khonsa. With the arrests approximately 5 kilograms of extracted copper, several kilograms of insulating materials and 30 GI pipes have been recovered, in formed SP Tirap in a release.
India records decrease in new HIV infections
The rate of new HIV infections in India has dropped by an encouraging 57 per cent over the last decade, the UNAIDS World AIDS Day Report, 2012 has said.
The report attributes this to an increased domestic spending towards the AIDS response due to which, the rate of new HIV infections in India dropped by 57 per cent as the country scaled up services between 2001 and 2011.
According to the report, India has committed to increase domestic funding to more than 90 per cent in its next phase of the AIDS response. It says that a fast growing economy like India’s will also have potential to support others in the region, as well as exert leadership and influence on the AIDS response, both locally and globally.
Significantly, Nepal recorded the best reduction in new HIV infections in the region by registering a 91per cent drop in new HIV infections.
India is counted among four Asian countries that account for a large number of people living with HIV and reduced new HIV infections by more than 50 per cent. The other countries are Myanmar, Papua New Guinea and Thailand.
On a yet warmer note, the report notes that there were more than 700 000 fewer new HIV infections globally in 2011 than in 2001. In fact, what had taken a decade before is now being achieved in 24 months. In the past two years, the report says, there has been a 60 per cent increase in the number of people accessing lifesaving treatment – eight million people are on antiretroviral therapy, it says.
